Disposition: Alleged
Alleged: » Mark Staplins » Carol Rousseau
Two residents were arrested Tuesday when police say they found the couple was neglecting several animals at their home.
Groton Animal Control Officer Donna Duso said she received several complaints about neglected animals at a home at 30 Woodland Drive East. Police said they had probable cause to arrest Mark Staplins, 34, and Carol Rousseau, 22, after visiting the home with Duso Tuesday.
A police spokesman said the investigation is ongoing and would not comment on how the animals were neglected and what the living conditions were. Two cats, three dogs, five rabbits and two degus (rodents similar to guinea pigs) were found at the home.
Staplins and Rousseau were both charged with twelve counts of cruelty to animals and two counts of failure to have current rabies vaccinations. Rousseau was also charged with possession of marijuana.
Staplins and Rousseau were released on bond and are scheduled to appear in New London Superior Court on Oct. 14.
Duso said the animals are currently being housed at the Groton Animal Control Facility and will be kept there until the court makes its decision. Duso has already requested that the court award Groton Animal Control custody of the animals. References« Back to Search Results « CT State Animal Cruelty Map « More cases in New London County, CT
