A man suspected of animal neglect was arrested on July 21 by Texarkana, Ark., Police and pleaded guilty to a charge of animal cruelty. Randy Cornelius, 37, of Texarkana, Ark., also pleaded guilty to two city ordinance violations regarding animal neglect and keeping too many animals on a piece of property. Cornelius is the owner of the horses.

Cornelius recieved one year of probation, was fined $1,260 and ordered to pay restitution to the Texarkana Animal Shelter and the Artex Animal Welfare Association.

In addition to the fines, Cornelius was also ordered to forfeit ownership of the horses.

The horses, two adults and two colts, were being kept on less than half an acre of land on Clay Pit Road. They were seized by police Tuesday after animal services officers responded to an anonymous call at the location.

The horses were allegedly in poor physical shape and there was no food or water available for them.

The horses are at the Texarkana Animal Shelter and are expected to recover.

The investigation is continuing and additional arrests could be made, said Officer Chris Rankin, spokesman for the Texarkana, Ark., Police Department

Case Updates

A second suspect has been arrested in connection with a case of animal neglect in Texarkana, Ark. Kevin Hayes, 33, of Texarkana, Ark., was arrested on July 22, 2005 on a charge of obstruction of governmental operations, said Officer Chris Rank-in, spokesman for the Texar-kana, Ark., Police Department.

Hayes was at the residence on Clay Pit Road where police seized four horses on July 19 that had been underfed and neglected.

Hayes allegedly let two other horses out of the pasture to keep police from taking them.

Hayes is scheduled to appear in court July 28.
