Barwon Water employees found the female mastiff, which had a crowbar tied around its neck, floating on the Barwon River near Breakwater and transported it to Newtown Veterinary Clinic about 3pm on Sept 5.

Dr Ayerbe, a spokesman for RSPCA animal welfare in Geelong, said it was likely the dog had been dead for up to five days before yesterday's discovery. He said it was also likely the dog was alive before it sunk to the bottom of the river.

"It was a large dog and it was brought in and it had been dead for four or five days. I think there's a strong possibility the dog was alive when it was thrown into the water," Dr Ayerbe said.

Dr Ayerbe said he was also concerned that the dog's owner might be unaware of its death. The dog was not microchipped, meaning its owner could not be traced, the vet said.

Geelong RSPCA inspector Jason Nichols said he planned to investigate the incident and called for witnesses to come forward.
